What is the red light period for customs clearance in Indonesia?

The Indonesian Customs Red Light represents a high-level inspection policy for goods imported into Indonesia: in simple terms, it means increasing the probability and time of customs clearance inspection. During the Red Light period, the Indonesian government will conduct strict inspections on imported goods and detain or impose fines on imported goods that do not meet the regulations. The Indonesian Red Light period occurs every year, generally from December to March of the following year, and there will be unscheduled surprise inspections every year. The reason why this Red Light period is so large and wide-ranging can actually be traced back to several years ago.

                                

1. Reasons for the crackdown

Starting from 2021, the Indonesian government began to tighten its e-commerce tax policy, and began to tighten its import policy in 2022. In 2023, it banned the local TIKTOK, and in 2024, it will impose an import tax of 100%-200%. From the policies of these years, we can see the determination of the Indonesian government to protect the local manufacturing industry. After all, the quality and price of exhibits imported from overseas are getting better and better, which has squeezed local businesses. Therefore, facing this situation, the Indonesian government’s reasonable approach is to limit imports, encourage local factory construction, and promote local employment.

Mainly targeting seven major industries: footwear, clothing, textiles, cosmetics, electronic products, ceramics and lighting


3. How to safely deal with the red light period

Plan compliance operations in advance, obtain certification for compliant exhibits in advance, and choose a guaranteed and high-quality exhibit transporter to greatly increase the feasibility of customs clearance.



Common problems during the red light period in Indonesia




1. Long customs clearance time

Indonesian customs has significantly strengthened its inspection of imported goods, and customs clearance procedures have become more cumbersome. This may cause exhibits to be detained at customs for an extended period of time, and some exhibits that fail to clear customs in time may even face the risk of being detained by customs, further exacerbating transportation uncertainty. (Choosing an experienced exhibition logistics transporter is very important for a smooth exhibition)


2. Restricted exhibits (not returned), returned as normal

Permanent import restrictions on certain types of goods (medical devices, beauty products, ceramics, plastics, toys, footwear, textiles, etc.).





What should exhibitors do during the red light period in Indonesia?

1. Exhibitors' packing list + invoice documents must be submitted in advance

‌The only thing to note is that the document cut-off time must be advanced, and the cargo cut-off time is consistent with the non-red light period. After receiving the exhibitor's pre-documents, BESAFE will pre-declare in advance. After approval by the Indonesian Customs, we will notify the exhibitors to pack and enter the warehouse. Before entering the warehouse, ensure that the exhibits have enough time to clear customs, and apply to the shipping company for a 14-day free container period when booking to reduce or avoid additional container rental fees.




2. Exhibitors are not allowed to conceal or make false reports

Exhibits need to be declared truthfully. Please inform us in advance if there are any sensitive products such as batteries, liquids, powders, etc. This will speed up customs clearance in Indonesia.
